Make a simple flag public of a rectangle of thin clergy about 12 inches from 4 inches and a unplastic dowel. You can get a unpliant dowel that is about 1/4 inch in diameter and three feet drawn out at a craft store.

Decorate the flag, then gelatine one of the short cutting sides securely to the top of the dowel. If you would rather, you can ask an adult to work with needle and thread a sleeve into common short edge of the flag and slip it across the dowel. It must be a tight fit, in such a manner it will not slide down the dowel.
